Assists Director in developing the tactics for implementing the strategic vision of construction and transportation Advanced Skill Training programs for the college. Plans, organizes and implements the development of new programs and the management of existing programs. Assists the Director in community projects and partnerships.

Salary Range: $56,653 - $63,735 per year

Essential Job Functions:
1. Develops new strategy and programs to support strategic vision: Leads researching new ideas for programs; Develops new sources for revenue opportunities; Improves efficiencies and cross team synergies; Develops system for tracking results toward achieving strategies; Communicates with Director on implementation of strategies and tactics; Provides Director with reports and data on current and new initiatives; Benchmarks with others to learn about new evidence based practices; Monitors location development and planning of CAT centers with Director.
2. Sets the Tactical Direction for the Team: Assists Director in monitoring and implementing tactical direction for the team; Meets with instructors and staff to communicate direction and tactics; Ensures each member of staff is clear on responsibilities and direction; Develops reports to communicate performance to leadership; Monitors priorities of projects and staff; Reviews revenue, expenses, and enrollments and advises Director; Develops forecast based on existing and future programs and reviews with Director; Develops forecast with Director to meets revenue expectations; Develops processes with staff to maximize results and improve efficiencies.
3. Develops strategic community and employer partnerships: Prepares a plan and reviews with Director to activate community partnership growth; Assists Director in meeting with community leaders to discuss needs and partnership; Facilitates communication plans to broadcast the AST programs to the community; Schedules meetings to facilitate input from the community on AST programs; Facilitates plans with staff to focus on incumbent worker training and revenue; Set incumbent worker programs goals and proposals to increase revenue; Builds part-time staff to facilitate incumbent worker project growth.
4. Coordinates AST programs at multiple locations: Works with instructors and staff on daily operations of programs; Assists Director in multi-location challenges of programs; Handles student, partner and employer issues and concerns; Monitors students progress and placement for employer satisfaction; Leads in engaging new employer partnerships to support new locations.
5. Professional development for staff and instructors: Set goals with instructors for annual growth; Evaluates and coaches instructors providing feedback; Facilitate growth of advisory groups to provide input and evaluate AST programs; Work with instructors to increase the use of hands-on training and simulation; Facilitate a process to increase quality of curriculum and instruction; Works with instructors and Program and Operations Managers to develop a better hands-on lab experience.
6. Performs other related duties as assigned.


Required Minimum Education:
Bachelor's Degree from a regionally accredited institution, or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential functions.

General Working Conditions:
This job primarily operates in a professional office environment. The employee will routinely operate standard office equipment including but not limited to computers, keyboards, mouse, phones, photocopiers, printers, scanners, filing cabinets and fax machines. While performing the duties of this job, the noise level in the work environment is usually quiet to moderate.

Typical physical competencies include but are not limited to frequently remaining stationary, moving, reaching, positioning self and occasionally ascending/descending, lifting/moving objects weighing between 5-15 pounds. This job also entails frequently communicating, discerning and exchanging information, detecting and perceiving objects up close, at a distance, and the ability to adjust focus.
