Position Summary

Under general supervision of the the Senior Parking Operations Specialist (SPOS), the Transportation Operations Specialist (TOS) provides management in planning, developing and maintaining Parking's transportation programs, services, and citation process. This position serves as the primary contact for all transportation programs and services and all citation related issues. This position provides necessary recommendations with planning, decision-making, developing and maintaining the transportation programs and services for the campus community and its visitors. The incumbent works with the Office of the Chancellor, City and County of San Francisco and State of California organizations relative to Parking & Transportation services and issues. The position provides direction, leadership, recommendations and guidance that are consistent with the operational needs and initiatives of the University. Incumbent will also provide parking operations management support and work closely with the Senior Parking Operations Specialist in ensuring daily operation needs are met and plans implemented. This position is also responsible for coordinating and providing training support for parking officer staff and student employee personnel in parking and transportation related operational functions.

Position Information

Develop, Implement and Manage Transportation Operations
  • Oversight of all transportation programs and services including shuttle service, citation processing, commuter check, carpool, rideshare, bike cage and the SFSU bicyclist community.
  • Evaluate transportation programs and make recommendations for new policies and procedures to improve and meet campus need.
  • Oversee and manage commuter check payroll deduction and refunds, citation appeals, mailings for late notices, citation cancellation reviews, payment plans and other citation correspondence.
  • Maintain parking and citation databases. Submit reports and analysis of citation and commuter check service on a monthly basis.
  • Evaluate progress of the citation processing system and provide recommendations for new policies and procedures.
  • Prepare all monthly commuter check and citation status reports, analyze citation collection process and evaluate the procedures of the DMV holds, Collection Agency and SFSU Bursars Office.
  • Ensure constant evaluation and upkeep of the laws and regulations of the California Vehicle Codes.
  • Determine and process appropriateness of voided citations. Analyze citation cancellations to provide recommendations for improvements to the parking lots and signage.
  • Provide support in training Parking Officers using new technology and parking enforcement equipment.
  • Provide oversight of SFSU parking facilities and equipment to make sure they remain operational.
  • Oversee the field operations of SFSU shuttle service and ensure compliance with the Americans with Disabilities Act (ADA).
  • Review, research, develop, and recommend revisions to administrative appeals process, parking regulations, internal enforcement policies, traffic control procedures and internal parking directives.
  • Create and update department policies and procedures in accordance with parking enforcement practices and operational procedures to ensure compliance with CSU, federal, state and local laws.
  • Develop short range and long range transportation program options, assist with grants application to acquire new funding.
  • Provide analytical studies on parking and transportation policies, projects, programs and operational issues in support of the transportation program and its functions.

Develop, Implement and Support Management of Parking Operations
  • Provide management support in the operation and maintenance of E-permit system, dispensing machines, parking information booth, parking events and parking reservations.
  • Review, research, develop, and recommend revisions to the Senior Parking Operations Specialist items related to administrative appeals process, parking regulations, internal enforcement policies, traffic control procedures and internal parking directives.
  • Coordinate preventive maintenance schedule and ensure they are performed on parking fleet vehicles, parking and enforcement equipment, Electric Vehicle Charging Stations (EVCS), and follow administrative standards and departmental procedures for vehicle fleet and cart inspections.
  • Assess and provide recommendations for parking lot and landscape enhancements. Provide support in
    the Request for Proposal (RFP) creation and submission with Procurement and participate in the selection of acceptable project bid for implementation.
  • Develop short range and long range parking and transportation plans, assist with grants application to acquire new funding, and monitor capital/non-capital projects to leverage University assets.
  • Assist the Director of Operations and Finance with staff and student recruitment, training, scheduling, providing work assignments and activities, both in an office setting and on campus grounds.
  • Provide overall oversight of the front desk functions and ensure customers are provided guidance on permits, citation process and appeals, payroll deductions and commuter checks. Ensure the front desk provides high quality customer service, answer phones, and serve visitors with utmost professionalism.
  • Manage Parking & Transportation website and update the department website's information, forms and templates as necessary. Ensure transparency by providing special event parking and service rates for campus community and outside organizations holding events on campus.
  • Oversee promotion of current transportation services available to campus community.
  • Participate and provide feedback on staff and students' work performance to the Director of Operations and Finance for inclusion in the staff's annual evaluation process.
  • Provide overall oversight of the front desk functions and ensure customers are provided guidance on permits, citation process and appeals, payroll deductions and commuter checks. Ensure the front desk provides high quality customer service, answer phones, and serve visitors with utmost professionalism.
  • Represent Parking and Transportation at meetings, committees and presentations.
  • Represent the department during special event meetings and provide appropriate assessment on staffing and service needs for a successful event.

Finance and Accounting Oversight
  • Generate expense projections on new projects, transit and sustainability programs and services for consideration and implementation. Provide recommendations based on data analysis, projected service usage and return on investment.
  • Research and develop new carpool, transit and micromobility device service/programs to support campus members' commute to campus and look for grants that can provide financial support to incentivize transit initiatives.
  • Develop citation revenue projections and monitor outstanding accounts receivable (AR) aging invoice reports to ensure revenue collection.
  • Generate monthly commuter check orders and refunds and reconcile with payroll deduction reports to ensure accuracy.
  • Provide shuttle service ridership data and analysis to monitor service needs.
  • Evaluate transportation programs and make recommendations for new policies and procedures to improve and meet needs of campus.
  • Oversee and manage commuter check payroll deduction and refunds, citation appeals, mailings for late notices, citation cancellation reviews, payment plans and other citation correspondence.
  • Maintain parking and citation databases. Submit reports and analysis of citation and commuter check service on a monthly basis.

Minimum Qualifications

Equivalent to graduation from a four-year college or university and at least five years of experience performing administrative functions including research and analytical methodologies, monitoring and coordinating procedures and practices relating to Parking & Transportation programs, procurement and accounting.

Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.

Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.

Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups. Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.

Ability to effectively communicate with diverse contacts inside and outside of the CSU system.

Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.

Preferred Qualifications

5 or more years of progressively responsible professional and administrative experience working in Parking and Transportation.

Experience in higher education, public/private parking operation, with personnel and bargaining unit experience as well as working knowledge of budget development and project management.

Extensive knowledge of University parking regulations, the California Vehicle Code as it pertains to parking grounds and working knowledge of applicable police radio codes. Knowledge of Bay Area Air Quality Regulations, CA Administrative Code - Title V, and SF Traffic Code.

Proven leadership skills to include organization, scheduling, assigning work and ensuring quality standards are met.

Must possess excellent interpersonal skills to effectively resolve difficult customer relations and issues. Must be clear, concise and detail-oriented. Effective mediation, leadership, problemsolving and communication skills.

Experience in developing written guidelines and procedures. Evidence of an engaging leadership style and record of accomplishment in consulting and collaborating with campus constituencies to develop, administer and improve programs and services.

Knowledge of adjudication process, especially second level hearings and proven ability to lead staff in carrying out proper parking procedures and enforcement.

Incumbent must have experience using Word, Excel, Zoom, Teams, Common Financial System, Finance Data Warehouse, Access and PowerPoint software programs. Must possess a California Drivers' License and successfully pass background investigation and LiveScan fingerprinting.

Experience with parking management software a plus. Experience with LPR (License Plate Recognition) software a plus.

Environmental/Physical/Special

Daily interaction with all divisions, departments and campus personnel on a continual basis in the planning of special events, traffic control, parking and directional signage. Incumbent works frequently with surrounding neighborhoods, local, regional and state parking entities for regulatory development and enforcement. Demonstrates a cooperative and supportive working relationship with co-workers to foster an atmosphere of mutual respect and understanding.

Must be able to work in a police environment, and potentially under stressful conditions during emergency incident(s) and situations. Must be able to competently interact and network with a culturally and ethnically diverse population of students, faculty and staff. Must respond to campus emergencies and may be required to work evenings, holidays, weekends or emergency hours.

Must possess a California Drivers' License and successfully pass background investigation and LiveScan fingerprinting.

Incumbent must maintain current licenses, certificates, permits, or other items required for this position; and immediately report to supervisor the loss or expiration of same.
